I stand corrected. I Googled it. Since the introduction of the GDPR (General Data Protection Regulation) in may 2018, a photo in which someone is shown recognizable is considered 'personal data' and is thus protected under the rule of the GDPR law.
This European regulation must be applied in its entirety across the EU and therefore overrules country legislation.
Huh, I didn't know that either but that is an excellent law!
