There is no expectation of privacy in public places, if they didn'twant their pics taken they should have stayed at home...

Since the introduction of the GDPR (General Data Protection Regulation) in may 2018, a photo in which someone is shown recognizable is considered 'personal data' and is thus protected under the rule of the GDPR law.Not really, in Belgium you cannot take pictures of people without their consent.
It's ok if they are part of a crowd, but they cannot be the main point of interrest of the picture.
Same in France.
In the US and UK you can just walk to someone and take a picture of them.
