I definitely agree there was a missed opportunity if the windmill wasn't lit, and more so if it wasn't lit to make the "blades" appear to be spinning. But I think the "squiggly" lines are intended to represent clouds in the distance behind the windmill. Of course, I could be wrong, but for me that's part of the fun of viewing signs like this--seeing how they've represented whatever they're trying to advertise.
