I'm quite sure, you're right. It's not looking reeded to me, either - but may be "taped" (or what it's called) with fabric.

These two photos are the ones that made me think it was unreeded. I can't see where the reed is connected. Also, as Alan suggested, it looks like fabric and not a reed between the sweatband and the hat body.
