Is it Possible to Alter a Tailcoat?

I found a tailcoat on eBay, but the sleeves are to long. I was wondering if it could be altered?

Sleeves can be shortened from the cuff end if they don't have working buttonholes and from the shoulder end if they do. The cuff end fix is prefered and relatively inexpensive while the shoulder end is pricey and requires the service of a good tailor.
