I bought a (fairly cheap) horsehair hat brush. Can this double as a garment/clothing brush? It seems a bit soft for doing such, or am I just not enough used to using a clothes brush?
There's no harm in doing that to either brush or fabric.
I find the reverse procedure to be even more practical- use clothing brushes for garments as well as for hats. The generous size of clothing brushes helps to freshen up newly bought vintage felt hats that are really dusty from years of storage.
