It was the road tour of the Electric Rodeo that was displayed at the 1939-40 Golden Gate International Exposition in San Francisco.

We look at these vehicles with a level of appreciation, but I can't help but wonder if that guy (or anyone else in these photos) was thinking, "Why did I get stuck driving this silly looking thing?"
