It's a coaster brake rear hub. You back-pedal to activate.

They would need a more deco bike to be in this thread.

1938 Reo Tractor, custom built for Dr. Hubert Eaton of the Forest Lawn Memorial Parks to tow the Curtiss Aerostar fifth-wheel trailer behind it. Retired in 1991, it's currently on display at the Petersen Automotive Museum in Los Angeles.

It's from the July 13, 1953 issue of Life Magazine. 400 New Angels Every Day, was the title of the article about Los Angeles growth during that time. I believe the photo was taken in Pamona. http://www.grayflannelsuit.net/blog/time-capsule-los-angeles-development-boom-of-the-1950s
