This time it’s Mike Ness in some sort of CHP style jacket. Those snap cuffs don’t seem to go with the badge holder so I don’t know what to make of it, except that he can make a lot of clothes look cooler than they are.

Very. Lead singer / vocalist in US punk band Social Distortion, est 1978. The one thing you might possibly have heard of theirs unawares is their cover of Johnny Cash's Folsom Prison Blues. AFAIK, it's the original punk-cover of that number.
