Looks a lot like what some of the Hassidic Jews in Williamsburg, Brooklyn, wear. They wear coats like that, big fur hats, and tuck their trouisers into their socks. This is just one particular group, not all.

I think the vendor's words: "coat will also look great on a man but buttons are on the womens side" and the use of the "bust" measurements instead of chest measurement, tells us that it's not even a man's robe.
