That's the first three-strip Technicolor live action short ever made. The narrator is none other than Graham McNamee, the most famous radio announcer and special-events broadcaster of his generation.

The "Sky Ride" towers were nicknamed "Amos" and "Andy," and its cars bore the names of characters from that radio program.
