These watches were commissioned by the Germany's WWII-era leaderships from a Swiss watchmaker and many thousands were produced under various brand names, the most common of which was Helios. They were primarily army (Heer) issue, but many were also given to Luftwaffe personnel, case looks the cheaper plated on brass, so yes European and at least ww2, the lume on dial and hands commonly degrades like thatI don't see why not, but clearly the 2 screws that hold the movement into the case are missing.
They look to be the type that are flat on one side, flat side out and the movement can come out ( with the crown & stem removed at least ) and round side out keeps it secured into the case.
It's a nice looking movement, but the case looks cheaper.
That's not uncommon for a more affordable offering.
I don't know the name but can see that it was made for some European country.
I'd assume that it's all original, but that probably doesn't matter because I doubt the watch has any particular value.

These two screws are missing from many of this company's models. Why? I don't know, but I think it was always like that. Yes, these watches were made for the German army (the contract was with Switzerland), but they were actually delivered to a watchmaker in one of the former Soviet republics, so it's entirely possible something has changed over time. I'm asking so specifically because I want to wear them as an everyday watch, but the history is really important to me.
