Can anyone identify this vintage military belt?

I don't believe it to be a belt at all, but a tie down strap. I have a vague memory of using them to strap stuff inside a HMMWV...

Excellent job. You get three marks for that answer.* I didn't think it was a belt either. I knew ir wasn't a US military belt from this century, nor the last. Just didn't know what it was.
