That's a placeholder for one of the smilies/emoticons available with the previous software that was used on The Lounge. Apparently the smilies/emoticons were incompatible with the new software, but their placeholders remain in the older posts and now appear as text. The smilie/emoticon was a "happy face" with clapping hands, hence the name.
