Yeah, that's really tiny, though it looks like there's more material than that. At least the jacket is nice. Not sure if it can work as a sports jacket, though.

 

[Two Types]

The front of the trousers looks odd to me. It's as if the pleats are too close to the fly. Maybe these were flat-front and the pleats were added later - after all the drop from a 40 inch chest to a 28 inch waist is more that unusual

Good observation - the pleats are also asymmetrical... note their position to the belt loops.
If one would let out the pleats (maybe create one pleat on each side), the trouser waist would fit to the jacket.
