You need someone who has the “machine” called a kick press. In New York City there used to be dozens of companies that did this on belts and clothes - sample makers. A quick google search and I couldn’t find any due that garment manufacturing has moved overseas since the 90s.

You can try a upholstery repair as it seems they use lots of studs and they’re still around
