Mysterious object (possibly for cuffs or collar)

Found this at the fleamarket.

I've got no idea what the purpose of this object was.

It has two decorative plates like cufflinks and a flexible twisted shaft.
It is as long as a collar pin.

Any ideas?

Maybe it would close a dress or a cape? Or do you think it would be too small for that? The plates look to big for a collar bar thingy.

Interesting idea Floey... It certainly would not be too small for that purpose.

HBK, that was my first thought when I bought it. But has anyone seen anywhere evidence of such a collar type?
I would assume it to be 1930's because of the decorative style.

Well, what else to put through those slits?
Also the objects plates are obviously resembling cuff-links, so I'd assume it to be worn on the shirt.
The length makes only sense for a collar... so there we go.

Many sewing patterns from the 1910s had collars that took a button tab. The directions call for a strip of twill tape with a button sewn on each end (shown on the second page of directions here: http://www.unsungsewingpatterns.net/2009/08/butterick-1074-mens-or-boys-negligee.html )
