he looks like Cedric Hampton from Nancy Mitfords Love in a cold Climate, he wore a navy jacket " Piped" around the edges and wore "Goggles" especialy designed by Arpels and van Cleef!!!

Really exists. Poke around some of the sartorial sites and you'll see it repeated ad infinitum.

This style of fashion was quite popular amoung younger men in the late 1930s in England as well. There are quite a few pictures of the East end with men wearing dark shirts and lighter ties. Their suits are not quite as sharp (Although I notice he has not got a suit on), but I would imagine they are trying to emulate this looking.

Even stores like Simpsons offered a large range of coloured shirts and ties. Another fashion was to wear no tie and the collar open over the top of the jacket, and many would go hatless as well.

Also, the glasses strike me. Were white rim glasses like that common in the 30s? Or maybe they're metalic rather than white. Either way, they're quite striking -

Could be bakelite rims. Or one of the other plastics.

They look a bit like the Briko sunglasses Marco Pantani, amongst others, used to wear.

Just an aside..
What kind of jacket and trousers do you wear with a black shirt and light tie? I've had a black dress shirt for a while that I can't seem to match with anything and not seem like I'm trying out for a Matrix sequel.

I absolutely love it and if I were still an undergrad I'd imitate it in a heartbeat. However it seems to me to be an "under 22" stylistic statement.
